Answer
Best and cheapest cannot be used in the same sentence, one usually excludes the other.
YOU GET WHAT YOU PAY FOR, ever heard that saying?
Also, only a totally uneducated person will shop for computers by brands, considering almost all are assembled in the same Chinese plants and from more or less the same components. Only the specs, your budget ($$) and your usage needs should determine your decision on what to buy, not a brand name or cool looks.

One thing is not clear: What do you mean by mini-laptop?
Is it a Netbook you want, or just a small display size regular laptop?

Small display size (11 to 14 inches) regular laptops are very expensive, due to the size and high portability and the fact that they are very sought after for those very reasons. Price-wise, they start at about $750 and can go all to way up to over $2,000

A Netbook on the other hand, is just a very basic, low end specs version of a portable computer, mainly intended for light processing tasks, such as web browsing, word processing or youtube and other streaming videos. Netbooks are relatively cheap, ranging from under $200 to over $450.
A good quality Netbook will be in the upper limit of this price range, of course.

For both small display size regular laptops and Netbooks, DO NOT buy one with AMD processor, only buy Intel.

Best small display size regular laptop specs:

Processor (CPU): Intel Core i3-2300M series or i5-2400M or 2500M series, best being i7-2600QM and i7-2700QM series.
Preferably with a dedicated (discrete) graphics card from the nVidia GeForce series, although most will only have integrated graphics, due to lack of physical space inside the small laptop case and power supply limitations.
Memory (RAM): at least 4GB DDR3 RAM, best would be 8GB
Hard drive: At least 320GB, with 500GB or 1TB being best (that is your storage space for personal files, programs, games, etc.)
Incorporated Webcam and microphone
At least 3, preferably 4 USB ports, if one or more are USB 3.0 it's even better
Memory Card reader (at least for SD/SDHC cards)
Headphones and mic jack.
Video output, either HDMI or DVI or both

Best Notebook Specs:

Processor (CPU): Dual Core Intel Atom @1.50GHz or more
Graphics: nVidia Ion
Memory (RAM): 2GB or more
Hard drive size: 250GB or more (that is your storage space for personal files, programs, etc.)
Incorporated Webcam and microphone
At least 2, preferably 3 USB ports
Headphones and mic jack.
Video output, preferably HDMI or DVI, but VGA is also OK.
