Can you make internal hard drives into external hard drives with a drive rack?

Yeah, I know I am probably not using the correct words, but is there a way that i can make a tower of internal hard drives be kind of like an external hard drive, except with more storage? I know that I have heard of people doing it, but have never found the process? Any ideas on what kind of transfer cords or storage I need for this idea?

I have a dell laptop that, after only a year, burned up. I've taken it to a number of different places and the cost to fix it would've been greater than the cost of a new one. I want to pull the (fully functioning) hard drive out of the Dell and use it as an external hard drive for extra storage on my new laptop. Anyone have any recommendations as far as the type of case to use for that?
