Is it possible to format an external hard drive into Apple format on a PC?

A friend formatted an external hard drive to PC format, but now wants to format it to Apple format. The problem is that the Macbook reads the external hard drive as read-only, so we're trying to format it to Apple on the PC. Any suggestions?
Oops! In response to the first answer, we're not trying to have both formats. We're trying to rid the PC format and just have it be exclusively Apple format. Thanks!
We tried formatting to FAT32 on the PC, but the only option available for formatting the hard drive is NTFS. Maybe there is a way around this?

"A friend formatted an external hard drive to PC format," - if that means "NTFS" that's why.

Reformat it using the PC in FAT32 format and the MAC can see it.

Then, in OS X, re-format it to EXT3 or just leave it as FAT32 so Windows can see it, too.

Unfortunately, Peter in San Diego has given you a bum steer.

The Comcast Motorola DVR is not a TiVo.

There are several things you can do.

1) Get a video recording adapter. I picked one up from Fry's by Pinnacle for under $100. Play the video out from the DVR and record it onto the PC. One advantage of this is that you can transcode the MPEG2 to MPEG4 which is more space efficient.

2) Look at these two Motorola FAQs. You can't attach an external drive, but you can transfer video via Firewire if you have a Firewire (IEEE-1394) adapter and software.

What Steve is right about is if you had a TiVo Series 2 or the upcoming TiVo Series 3, you could transfer the files over your ethernet or WiFi network to you PC. Just this won't work with the Comcast DVR.
