I am looking for a software that can lock my external hard disk but I did not find any.Can any one help me please?

For drive encryption True Crypt is the best and most secure.
You could make a folder on the drive or encrypt the whole thing.
You would need to install Truecrypt on your computer to mount it or you can install it on a flash drive as a portable app.
It is free and works with Windows 7/Vista/XP, Mac OS X, and Linux.

Jonsey8008 gave you a link to fix file permissions of a hard drive. That article has nothing to do with password protecting or encrypting a drive.
